The proposal of Mr Gladstone to postpone dealing with the Home Rule question has given rise to suspicions amongst the Par* nellites. Lord Salisbury has made a Btatement which implies that the House of Lords would reject the proposal to grant Home Rule. London, February 18 —In the House of Commons to-day, Mr Gladstone announced that the Government would accept the Address-in-Reply, -with the amendment introduced by Mr Jesse Collings, calling attention to tho question of small allotments for the people, but that they would rcfu:-o to agree to any further amendments. He then intormed the House that the annual Budget would bo brought down on the 22nd March, after which the Government proposals for dealing with Irish affairs be introduced. These would deal with the maintenance of social order and with tho land difficulty, also with th« future method of administering the Government of the country, which would be done without resorting to measures of repress.ye character. Touching the reform of Parliamentary procedure, Mr Gladstone stated that the subject had been referred to a Select Committee.
