The Duke of Richmond has been appointed Secretary i'or Scotland with a seat in the Cabinet. Berlin, August 13. Despatches from Admiral Paschen, commanding the German Squadron at Zanzibar, state that on the 11th inst. he presented iltimatum to the Sultan. As no reply has been received for four and twenty hours the fleet anchored opposite the Sultan's Palace, where it now remains. It is thought, however that town will not be bombarded, as the Sultan is expected to accede to the demands of Germany. THJ3 BELIEF OF X ASS ALA. London, August 13. It is stated that Major Ohernside is under orders to proceed to Massowah, to act in conce t with the Abyssin an Jt'orc s in taking steps to relieve Kassala. VOTE OF THANKS TO THE ARMY. THE COLONIAL CONTINGENT. London, August 12. The Australian contkgent are to be specially included in the vote of thanks to the Army and Navy, which will be proposed to-morrow by Sir Michael HicksBeach.
