London, May 6. The opinion on the Continent in regard to the Afghan difficulty is that Russia has gained a diplomatic victory over England. It is announced that (ienonl Sir Peter Lumsdeu has resigned, owing to his rfijcontcnt with the action taken by England on the Afghan frontier question. It has transpired that King Chris-tian,-of Denmark, has • been invited by Russia to arbitrate between England and that country with regard to the, Penjdeh incident, and that he has signified his willingness to accept the office, provided the invitation emates from the British Government also. The 'Daily News' to-day ' states that the Russian Government have assured England they have no design on Herat, now or in the future. Lord ' Randolph, QhurchelLjs urging the members of the house of Commons to refuse to grant supplies to the Government,,^ as a protest against their action in regard to the difficulty. ' >':■!,
