A Reuters cable message this morning ays that copies of the draft Federal Enabling Bill were to have been placed in the hands of the Agents-General in London yesterday, but that the alterations in the bill are only of a trifling character. This is not the case. The Agents- Generel received copies of the bill as proposed to be altered some days ago, and the Agent-General for NewZealand has telegraphed the propoied alterations to the Government. Chief among the proposed amendments, and one which is most likely to secure unanimity, is a prevision enabling any colony at any time by Its own legislation to relieve itself of the operations of the Act and withdraw from the Federal Council.
