(TO THE BD1TOB.) Sir, — As there appears to be some misapprehension as to what constitutes a " county elector," and as to the making up of the county rolU, I will ask you to afford me space to shortly explain the manner in which the rolls have to be compiled in accordance with thu provisions of the Counties Act : — Ist. On or before' the 15th April the Clerk prepares the electors' roll by I placing thereon the n^mos of persons appearing on the Valuation Roll of any Road District, and of all persons to whom miner's rights. have been issued during the year ending 31st December previous. 2«ul. Copies of the rolls are to be open for public inspection at some convenient place in each Riding, from 20th April to 15th May. 3rd. Any person aggrieved by his name being entered on or omitted from the roll, or by being allotted an incorrect numbet of votes, may, on or before the last day of May, apply for relief to the nearest R.M. s Court. Tle Magistrate hears such applications an 1 if he thinks proper corrects the roll any day between the Ist and 20th June. 4th. The corrected roll conies into force on the Ist July, and no alterations can he made while it remains in force, which it does for one year ending 30th June. It will thus be seen that unless a person takes the trouble to examine the roll while it is open for inspection, and takes the proper steps to have his name put on if it is wrongfully omitted he must remain disfranchised until the following yeai. Many persons about election time have asked me why their names are not on the roll, but I have, during the last few yews, never known a single instance of an objection lodged in the regular way. The Mating Act of 1882 gives the " local body" power to mike certain alterations in the Valuation Roll, as, for instance, if it is well known that John Brown has sold his property or a portion thereof to John iSmit'i, the local body can make the necessaiy altertion for rating purposes, and if a roll of ratepayers had to be taken, sa}', under the Roads and Bridges Construction Act, or for raising a loan, &c, John Smith's name wouhl appear on the roll of ratepayers, but it could not appear on the roll of County electors until the new roll was compile 1. I have no doubt that the fact of there being two sorts of rolls in the one district is apt to cause a little confusion in the minds of those who are not up in the fow upon, the subject, and I am strongly >f opinion that the County roll? ought to be revisH oftener than once a year, but it wonM certainly be well for those who, are not on the roll, but consider they have a right to be, to send in their application before the 15th of April in each year.
