Sydney, October 17. The Premier is improving greatly, but is not yet able to leave the Government oilices. It will bo" necessary for him to have complete rest for a considerable time. There is quite a bustle now amongst the warships. The Nelson has been coaling, and, with the Diamond and Espiegle, leaves for New Guinea to-morrow. The Harriet has already left Brisbane, with Mr Romilly, Deputy High Commissioner, on board. The German warship Elizabeth left Farm Cove suddenly yesterday, it is ?aid for Africa, but it is believed for New Guinea. Government are desirous of getting tho Civil Service Bill passed and the railway proposals attended to beforo submitting the federation resolutions. The Council is delaying the passage of the former bill, and tho railway proposals arc meeting with opposition from Sir Henry Pavkcs and others. A motion yesterday that tho En-gineer-in-Chief be examined at tho bar of the House was negatived. A railway to Hurstville, nine miles from Sydney, being the first section of the Illawarra line, opened on Wednesday, adds several new suburbs to Sydney. The mystery concerning the death of Rebecca Wilkinson, found on the Botany tram line, has not yet been cleared up, but foul play is suspected. Edward Single, the seaman injured on board the Wakatipu, died yesterday. The Land hill has passed, and will be assented to by the Governor to-day. Very warm weather has been experienced. In the action, A.S.N. Company v. Howard Smith's (Limited), relating to tho collision between tho Briksgate and Baerabool, a vote was leturned for plaintifi>, with L 4,172, 172 dsvm firms.
Melbourne, October 17. The Governor and Lady Loch received an enthusiastic reception at Warnambool. Mr Service stated in the Assembly that replies from other colonies received in answer to his circular were not very encouraging, but that they varied ; one colony takes one view, and one another. The EXecutive decided that O'Biien, convicted of the Larnefield murder, should be executed.
