German Annexation in Africa. London, September 12. — It is reported that the British officials have removed the Hagstaft and (ierman flag •which Dr. Naclitigall, the African explorer, recently formally hoi=ted at Cameron, one of the calling stations of the African Steamship Company in West Africa. The report hah occasioned considerable excitement.
The Franco-Chinese Quarrel. The French fleet, under command of Admiral Courbet, is now coaling at Ye^o or Matsmai, one of the largest Japanese inlands on which coal of good quality is mined. It is reported that the Chinese declaration of war against France is informal, as the Chinese Government neglected to inform the Great Powers ot the step M'hich they had taken. The Russian squadron in Chinese waters has left Chefoo, a Chinese treaty port opened to foreign trade in ISUI, and it is believed that the vessels are to be employed as a menace to the Chinese. It is rumoured that Lord Carlingford will resign his position in the Ministry as Lord President of the Council and Lord Privy Seal, and succeed the late Baron Ampthill as British Ambassador at Berlin. Earl Roseberry yesterday addressed the Trades Congress at Aberdeen, and referred to the importance of Imperial Federation. He also expressed his astonishment that in Victoria, where Trade Unionism is so popular, and has been carried out so efl'ecLually, no attempt has been made to give it a legal status. The Cannibalism at Sea. A fund is now being raised towards the defence of the survivors of the Mignonette, who are charged with killing and eatirg the boy named Parker, -who accompanied them in the boat when the yacht was aban doned. Sir Stafford Northcote is now in Scotland giving brief addresses on political questions in Mr Gladstone's constituency. The " Times " thi3 morning asserts that the Crcwn has an undoubted right to all gold found in Victoria.
