As the result of the Licensing Conference, a Bill has been freshly drafted and is to bo introduced by Mr Harper. It pi ovides that bottle licenses shall be expunged ; that there shall be only one committeo for each borough or riding of a county ; nominated benches, the R.M. to be Chairman ; right of appeal to the Supreme or District Court ; compensation to houses which are considered not required ; the hour of cli sing to be 11 o'clock ; optional endc rsement of offences on license ; reduction ot fees to L2O ;' repeal of the disqualification clauses as to who will occupy seats on the Bench. Failing a nominated committee, the burgess roll to be us-'-d ; failing the disqualifying clause, the leaders of Good Templar and other similar bodies to be debarred,
