Received 1 p.m. DELHI Dec. 15. Another railway smash occurred in Madras Province, near Bangalore. A mail train collided with a goods train and thirty s native passengers were killed and thirty-five injured. ■ , DELHI, Dec. 15. It is announced that tlie Communications Conference, ponding tlie final disposal of ex-German cables, adopted a modus vivendi whereunder, cables will be operated for the financial account of the five Powers, until 15th continue its sessions,, but if there .Is no settlement by then, another modus vivendi will be adopted in March.
