THE LEAGUE OF NATIONS.
THE GENEVA ASSEMBLY. A TECHNICAL POINT. Received 8 a.m. GENEVA, Dec. 12. The Assembly spent over two hours discussing whether it was a question of procedure or an amendment of ■the Covenant for the fir§t Commis?ion to l'9euwSteH"d the method of electing non-permanent members of the Council. Senator Millen objected to the fixation of the period, thus tying the hands of the succeeding Assembly. Wellington Koo (China) contended that as the period was limited it could ultimately be altered by some future assemblage. It was not an attempt to amend the Covenant. Finally a compromise was arrived at, by which members were elected for one year, and the committee's recommendation was sent to the Committee on Covenant Amendmendments for consideration.

OCCUPATION OF VILNA. -.WARNING FROM SOVIET. Received 10.20 aT.m. PARIS, Dec. 12. The Soviet representatives at Kovno has warned Lithuania that the Moscow Government would not sanction the occupation of the Vilna region by international detachments on behalf of the League of Nations during the jplebiscite, as such occupation would be infringing on the RussianLithuanian peace treaty.
