SCHEME NOT FAVOURED. WAIBOA, This Day. The Wairoa County Council yesterday turned down the Gisborne Borough Council's scheme advocating the raising of loans by means of premium bonds. The Council considered it an improper way to raise loans for public works. t No councillor spoke a word in favour of the scheme, which was dubbed the "Local Body Tatts".
