JAPANESE PRESS SUGGESTION. . ; ' NEW YORK, Nov. 20. A message from Tokio reports that the newspaper Ashi Shimbun asserts that America's naval policy is entirely under the control of naval bureaucrats, and some ambitious Americans wishing to crush Japan before the latter's power increases. The newspaper urges the Japanese Government to take the initiative in an understanding which would eliminate useless naval competition. The newspaper also invites the Japanese Government to ascertain the {United States' attitude towards Japan's acquisition of rights and interests in Siberia.
EXCLUSION OF JAPANESE FROM TEXAS. NEW YORK, Nov. 20. Speaking at Austin, Senator Bledsoe "announced his • intention to introduce legislation patterned after the Californian law, designed to prevent Japanese from acquiring ownership of land in Texas. Senator Bledsoe added that negotiations for the establishment of a Japanese colony in the Rio Grande valley were -in progress, and ,he would make every legal effort to block the undertaking.
