NON-CO-OPERATION POLICY. CAMPAIGN A FAILURE. Received 10,10 a.m. LONDON, Nov. 3, The Times' Bombay correspondent writes that a general survey of Gandhi's non-co-operation movement shows that the campaign generally has failed. No Indians have renounced responsible posts, foreign goods are not boycotted, and there is an abundance of candidates, including Moslems, offering for the new Council elections. Gandhi has alienated the responsible elements of the community by his vehemence and violence; nevertheless, the non-co-operation movement has grievously affected the ; prestige and authority of the New Council. The country is In a state of great tension and trouble is anticipated. The Council elections have been fixed for the middle of the month. The correspondent adds that the only hope of reestablishing confidence in British justice would be a determination to lead! India progressively to self-govern-ment* '•' ■* r * '
