His request involved a principle, which abrogated Vhe very hdsis of responsible Govem'ment. The matter was then dropped. The general impression Is that Mr Watt’s speech js a disappointment, and it is* suggested in some quart'rs that his resignation arose through the ©lashing of two strongly egoistic per(Sonalities.
