De Valera has. announced that he will petition the State Department for recognition of the Irish Republic, and added, that he favoured placing Ireland in a position similar to that of Cuba to the United States under the Platt Amendment: namely, Ireland 'to agree not eo permit any foreign power to obtain a footing on her soil, which might form a base of attack on Britain. 1 GERMANY ’ S OBLIGATIONS. PROMISE OF FULFILMENT. Received 9.5 a.m. PARIS, October 3. Dr. Mayer visited M. Leygues and emphasised the German Government's resolve to carry out the treaty in its entirety. M. Leygues replied that in that case the French Government would, do its best to restore normal relations between the two conn lies. Dr. Mayer declared that the German Government particularly desired the re-establishment of economic relations.
