—o PRTNOE JOACHIM'S SUICIDE. Received 9.5 a.m. BERLIN, Sept. 26. Maxmilan Harden, writing in Die Zckompt, says the late Prince Joachim shot himself by mistake, because after a violent scene at the ex-Kais-er's residence at Doom he wanted to soften his father's heart by inflicting a light wound, and so make himself interesting as a person capable of committing suicide. OPPICAL RELATIONS ENDED. PEKIN, Sept. 24. The Foreign Office announced the termination of official relations with the Russian legation and the withdrawal of recognition of Russian consuls. China will maintain neutrality in all Russian political differences. Ministers of the Chinese Government •have been requested to submit proposals for the disposal of Russian lan concessions, especially along the Chinese Eastern railway.
