According to despatches from Tokio > Japan and the United States, following on a conference between' Senator Colby and the Japanese Ambassador in Washington, have reached an understanding regarding the Japanese’ problem in Califoria, and it is expected that a solution will be shortly applied. In conngction with the Breslau in cidont, the Government demands that Germany should rebuild the Consul ate, pay the French officials an indemnity of 100,000 francs punish the guilty and salute the French flag with military honours. THE PRINCE OF WALES. ARRIVAL AT HONOLULU, Received 9.40 a.m. HONONLULI;, Sept. 2, The Prince of Wales had three days’ highly enjoyable holiday at Honolulu. The Renowm leaves to-night for Acapulco, and thence proceeds to Panama. ' The Prince stayed at the Moana Hoi tel, on Waikiki Beach, as a private 1 gentleman, and dined with Ms suite in the hotel diningroom, along with other visitors. He spent his holiday | golfing, surfing, motoring, and at dances. Accompanied Lord Halsey he ' callied on Governor McCarthf and expressed pleasure at revisiting Honolulu without, any public 6'hgagem enta. He regretted that he was unable to visi: the groat volcano of Hawaii, as 1 had been arranged, but he preferred to allow- the ship’s company a brief ! rest here before their long voyage in tropical waters. FRANCO-BELGIAN TREATY. I MUTUAL MILITARY SUPPORT. LONDON, Sept. 1. The Eranco-Bclgian military convention has been signed. It provides for a co-ordinated defence against attacks from the east, assigning definite role for Antwerp and laying down the direction of retreat for the Belgians in the event of the first battle not checking invaders. Though the terms of the FrancoBelgiau defensive treaty are not disclosed, it is understood that it provides full mu ual support against aggression, and settles the points on which the Belgian army will, concentrate for battle.
