The Lieutenant-Governor's speech emphasises that the Government proposed legislation in the dire.ctoin of the endowment of children. It made biting reference to the deCega km which recently visited London, stating that it appeared to the Ministry that financiers abroad at the behest ofthree unofficial delegates, informed the Government that loan money would be supplied if lie Government agreed to repeal •• certain legislation which had. been endorsed by the electors at two elections. The Ministry scorned this bribe and refused the infamous proposal, bdlievino- that the elee'drs would agree with them. With the object of testing the question.
