RUSSIA AND POLAND.

Received 8.55. NEW YORK, July 26. According to the New York Times' Washington correspondent, it is confidently reported at the State Department that the United States and Britain and France are exchanging views on the Russo-Poland situation and that it is admitted that the United States is interested in the event of the Bolsheviks trying to impose too high terms on Poland. It is authoritatively known, that the United States will not send troops to help Poland and any financb help the United States may extend must come from the surplus funds held by the War Department cl or war-time regulations.
ARMISTICE NEGOTIATIONS. Received 9.15. LONDON, July 27. The Russo-Polish armistice negotiations will begin on Friday. Mr Lloyd George and M. Millerand are at Boulogne discussing the basis of the London conference on peace between Russia and the Allies. LATER NEWS. Received 10.5. PARIS, July 27. A Moscow wireless states that the armistice negotiations will,'Open on the 13th at a Red outpost between Baronovitchi and Brest Litovsk. SURRENDER OF WRANGEI OPPOSED BY FRANCE. eceived 10.5 a.m. PARIS, July 27. The Chicago Tribune says the French Government will not consent to the surrender of Wrangel. DISCUSSION OF PEACE TERMS. LONDON, July 26. It is understood Mr Lloyd George will meet M. Millerand 'tit Boulogne to-morrow to discuss the preliminaries >of 'the ‘London Conference on the Russo-Poland peace.
DETAILS OF RUSSIAN REPLY
EEVAL, July 25. The Russian reply to the British proposals expresses willingness to meet Britain and a desire to convene a conference in London, which should be composed of representatives of Russia and the leading Entente Powers. Russia points out that n one of the proposals in connection with trade negotiations have been violated, and hopes that Britain henceforth will adhere without change to the principles laid down in the British memorandum of July Ist. The Russian Note demands the surrender of Wrangel, with his war material, stores, rolling stock, aud vessels before the conference begins, his personal safety being guaranteed.
A EMISTICE NEGOTIATIONS. WARSAW, July 26. The Polish a rmistice commission has proceeded to Brest Litovsk. Negotiations will now probably take place somewhere eastward of Brest Litovsk. BRITISH-AFGHAN CONFERENCE. DELHI, July 26. The British- Afghan Conference, which has been sifting since April, has 'dosed. Its ylecisions fwill be placed before the Afghan Government. The subjects discussed wore:~(l) The proposed peace with the Ottoman Empire and its bearing, from the point of view of Afghanistan, on the question of the Khalifate; (2) border tribes; (3) international status; (4) complaints and nnsunderstandings on both sides; (6) commercial relations; (6) British assistance towards peaceful de velopment of Afghanistan. All the subjects were thoroughly and frankly discussed in the friendliest manner.
