Regarding rcconstructionof devastated regions "Germany proposed that works be undertaken by a great international colonisation scheme, including the formation of an international syndi-’ cate of contractors to deal with agriculture, railways, etc, and erect new homes. The syndicate should be empowered to invite contractors and workmen of Allied‘, Associated Powers, and Germany to participate, and operations should “he conducted on business lines,‘ not bureaucratic lines, without undue profits. If the scheme is accepted in principle conference of represen_t.atives‘of the governments and countries wishingitopparticipate with representatives of __the'popula{isn of tlieldev'astated region should, he held ilnniedia‘tely_to' consider the practical execution of the scheme.
