Financiers and business men representing ten nations. concluded a. eonferl ence in Pin-is urging fheir respective Governments not to resume‘ trade with Rnssia until a'n international agreement w:..s secured compelling "the Leninites. to fulfil obligations incurredduring "the Czarist regime. '
The Manchester Guardian, one of the most ardent supporters of re-opening trade, no Wadmits Kfassin’s outlook is unpromising, and asserts the British Government is really attempting -to complete ade facto peace while unwilling to resume diplomatic relations; but Krassin has not yet secured satisfac~ tory assurances from Moscow. Meanwhile British firms are pressing for the restoration of their private property in Russia. This insistence may contribute to the wrecking of negotiations.
