He belittle'd the navy’s work, while extolling the British navy, He coveted British decorations, and refused to co-operate with the department. His great ambition was to become an honorary member of the British Admiralty. The officers supporting Sims’ charges were largely people with grievances. Sims never hesitated to urge the views of the Admiralty as against the United States Naval Department. The Port of London Authorities are increasing dock charges 65 per cent, making the total increase 150 per cent over pre—war rates. The increase is entirely due Vto advances in wages and additional expenditure involved thereby.
