ANOTHER EFFORT TO‘ REACH SETTLEMENT. WASHINGTON, Feb. 9. After strenuous efforts to straighten out the Parliamentary tangle which is tying up the Treaty, t-he Sengate finally voted to recommit it to the ‘Foreign Relations Committee with instructions that the committee report the Treaty out with the Lodge -ieservationst Senator Hitchcock at “first refused to permit the Treaty toretain the Lodge reservations‘, even in committee, but finally consented. It is understood that Senator Lodge will ofier modification of his reservations, While Republican mild reservationfists will attempt to obtain changes in Senatox-_Lodge’s reservation regarding Article 10 in order to assure Senator Hitchcock’s support.

Twenty-six national organisations of various kinds representing a membership -of 50 millions, have addressed a. memorial toJPresiden't Wilson and the Senate urging that reservations to the Treaty should be quickly cast into final form‘ and the Treaty ratified. _
