Speaking in flu. House of Comnlon>;, Mr Lloyd George said the only B'ritish forces reniaining in Russia ‘were at Batsum, from which they were rapidly withdrawing to Constantinople, where they were needed. He agreed tlrat Europe could not be restored without putting“ Russian resources into circulation. Every democracy in the world would like to see that done under any but Bolslievik regime, whose horrors shocked mankind. Russia‘ must be restored under an anti-Bolshevik regime, but it was perfectly clear Bolshevism was not erushiable by force of arms. The volunteer army, during its Occupation of large‘ Tracts in South Russia, unquestionably managed to alienate the population. The Bolsheviks, during their re-advance profited by past experience, and avoided doing so to the same extent. He dwelt on the dimeulties of an attempt to create a ring of fire which should advance and crush out Bolshevism, owing to the little likelihood of all border States participating. There was {l(ldition'3,l dimculty in the lack of furxds, which neither France, America.’ Italy, nor Britain would undertake to f‘ul-nish. '
