Ward, and to referring the matter to outside adjudication, seeing it is admitted by prominent mem<b-ers of the Cabinet that the promise was given but not recorded as a minute of the Cabinet, which is being used in an attempt toavoid payment, and which -states that the bonus will not be paid if the oificers receive the increase.
