ANOTHER WERE FROM THE p MINISTER. - - The Hon, G. W. Russell, with his numerous telegrams, is getting almost as famous as President Wilson with v his “Notes.” The Mayor, Mr J. A. Joblin, yesterday received the following wire from Mr G. W. Russell: “Referring to my -telegram of the Bth, soldiers‘ will be carried free on all ' railways on the 19th and 21st. Children will be carried free on Monday only. Children will -only be conveyed to the nearest town from their place of residence in which celebrations will be held. No special trains can ‘be rfin, and . only‘ the aceommosl-at-ion in the ordinary trains can be used. It is, therefore, recommended that in every possible ‘case the celebrations shall be local.” ’ '
