The. Daily Herald states: A Wcll- ! informed correspondent says there arc | the best reasons for believing that; a i definite agreement has been reached I between the Allies and Admiral Kol- ! cbak The fall of Petrograd is ex- ' pected within a month. The Allies I will then officially acknowledge Admiral Kolchak as bond of the Russian Government and will afford him the necessary financial and military suppert. A constituent assembly will be summoned within three months, ALLIES' JOINT ACTION WITH THE FINNS. PARIS, May 15. There is a growing feeling in Government, circls in favour of joint operations with the Finns against Petrograd. A Finnish communique indicates a readiness to advance, the Finns merely awaiting Allied approval The British attitude is arousing interest particularly in view of Mr. Bonar Laws' statement, which i? regarded as implying tha't bolder steps to" help. Russia are imminent. I
