The Chicago Daily News' Berlin correspondent states he has seen letters from the ex-Kaiser to Dr. Sehiedemann-, Berlin University, wherein the Kaiser says the freemasons started the war. The Americans intended withdrawing their forces from the west front in January, 1919, because of the terrible lasses. The House of Commons unanimously read a second time the Labour Party's Bill abolishing disabilities of women in respect of civil and judicial offices, conferring the franchise equally with men, and enabling peeresses in their own right to sit in the House of Lords.
Mr. Addison, on behalf of the Government, intimated they would propose the deletion of the eriual i ranch'Pe clause in committee, but :hc other principles were accepted.

Despatches from Paris say: Mr Hughes was inte'rviewed regarding the proposed Japanese amendment of the League of Nations covenant to recognise racial equality. Mr Hughes said: Australia cannot accept a proposal which strikes at tile root of the policy we hav e long maintained, and which is Vital for our existence. The ameml-
mont, no matter bow innocuous it may seem in form, certainly aims at giving the League control of questions relating to immigration and naturalisation, and matters which cannot be surrendered by any State without mak-
ing it in effect a subject State. Australia could not sign a covenant containing such an amendment.

NEW SCHEME BY EX-VICEROY

Lord Wimborne, ex- Viceroy, h, a *s article in the Pall Mall Gazette, outlines an experimental scheme of Home Rule, without a partition process, with equal representation f 0 Unionists and Nationalists in the Irish Parliament, by granting extra representation to the minority or nominating enough Senators to secure an equilibrium at joiriT sessions, such equilibrium to compel parties to burT religious racial quarrels, as otherwise no premier would be able to secure a reliable working majority. The experiment could be tried for a stated period, and either party would be empowered to withdraw thereafter if dissatisfied.
