KERENSKY'S MISTAKE

Ambassador Francis, describing to the Propaganda Committee the conditions in Russia, said it was unquestioned that Lenin was a German agent, but he was concerned more in starting a world revolution than in serving Germany. Kerensky failed to arrest Trotsky and Lenin when .opportunity offered. He was clever and fanatical, and he was the brains of the movement. His arrest would have likely endod the counter-revolution.
