French papers maintain that the Allies are now agreed to admit Japan as a full partner at the Peace Conference, five delegates sitting at all meetings. Belgium and Serbia have been given a special place among the small nations, with three delegates, then Greece, Eoumania and Portugal, and Siam, have two each. Siam lias been represented at the front by aviators. Other nations will have a single delegate. Canada's delegation to Paris is to include five members and Africa three

Several (leading Foreign Office officials have gone to Paris. Messrs. Woodrow Wilson, Lansing, House, Lord Robert Cecil, Signors Orlando, Sonnino, M. Clcmeneean, and Pichon will attend the preliminary conference on Thursday. Messrs. Lloyd George, Wilstfn, Clemenceau, and Orlando will consult individually. Various delegates are coming at the week end. These conversations may possibly be prolonged for a fortnight, after which representatives of the Anglo-France, America and Italy will confer for the purpose of considering AustroGcrmanyV and Russia's representation at the full conference. It is now expected there will be four Britis't representatives, probably the Premier, Bot ar Law, Balfour, Barnes and the fifth will be Borden, Hughes, Masse?, ; and Botha in turn.
