RUSSIAN FINANCES. LONDON, Nov 28. The Government Press Bureau states that, in view of the confused state of currency in Northern Russia, the British Government has decided to assist the 'Provisional Government in that area in establishing a new rouble currency at a fixed rate iof exchange of forty roubles per £l. An experienced British financier has been appointed to supervise the control, and an office of conversion has been established in Archangel.
