1 LONDON, Sept. 24. Swiss telegrams report- that a vria-vo of intense nervous depression, is sweeping Germany _ The whole population is suffering from an American, nightmare. Despite police precautions anonymous pamphlets are in circulation throughout Germany with such phrases as. "Two million Americans attacking us,” Four million will attack to-morrow.” "Twenty million preparing to annihilate us.” The Socialist Democratic Party in the Eeichstag met on the 23rd and decided to enter the Government if the Government definitely acknowledged the Scichstag resolution of July, 1917, and make an unequivocal declaration that Belgium, Serbia and Montenegro would be restored and autonomy granted to Alsace-Lorraine. They also demand direct suffrage for the Federal states, restoration of the rights of public meetings and the liberty of the Press.
