Received 11.45 a.m. PARIS, August 16. General Humbert, said: Wo are now able to forsee how the war will end, but it is more essential than ever that the Allies force the acceptance of its own terms. It is utterly futile to discuss peace feelers, and Frenchman ,arc unanimous in this-atti-tude after the bitter experience of Germany's appalling arrogance, ruthlessness anfl lust for conquest. ; THE EXCHANGE OF PRISONERS. 1 ; Received 11.45 a.m. LONDON, August 16. The Daily Chronicle states the delay in developments regarding the exchange of prisoners is due to Germany's neglect to ratify the agreement. Certain irregularities have been noticed in Germany's methods in carrying out the agreement with France.
