AMERICAN LOANS. NEW YORK, June 28. The “Times” Washington correspondent states that a bill just reported provides for a liberty bond issue of £1,600,000,000, and provides additional loans to the Allies of £300,0u0,000. In the House of Representatives, Mr. Kitchen stated that if the Treasury exercised its complete authority next fiscal year, it will have floated loans totalling £4,400,000,000.
