REFORM IN INDIA.
Received 9 a.m. LONDON, June 13. The Hon. E. S. Montague, in the House of Commons, states that proposals for the reform of the Govern, ment of India which the Viceroy himself had drawn up would be published in India and England in order that they may be discussed before a final decision is come to. A report would be issued at the end of May.
