Sir William Weir, President of the Air Board, will contest Gravesend, Sir Gilbert Parker having resigned on account of ill-health. a FEDERAL HOME RULE. WAR CABINET’S INCLINATION. LONDON, hjj|y 14. The Daily Express says that the advocacy by Mr. G. N. B'arnes, a member of the War Cabinet of Federal Home Rule, does not represent the decision of the War Cabinet, but interprets the mind of the majority of its members, including Mr. Lloyd George. The Unionists are increasingly favourable,, and so are Scotch and Welsh Federalists. The Dublin correspondent of the Daily Express says that Mr. Barn©’a speech is accepted as an authoritative anticipation of events. The Parliamentary correspondent of the Daily News states that the Government is inclining to the view that the federal scheme is the only chance of securing the adhesion of Ulster. Mr. Waiter Long is said to have been conn verted to that jbefief. Ministerial circles believe that the majority of Unionists are favourable. The correspondent of the Daily News at Dublin says that Irish Parliamentarians are bound to reject the proposal, which is regarded as a permanent barrier to the recognition of Ireland’s nationhood. The Ulster papers claim that under federation Ulster could rank -ife a separate state.
