GERMAN MAN-POWER WEAKENED. BATTALIONS OF CONVICTS FORMED. Received 11 a.m. WASHINGTON, May 24. A semi-official despatch shows that German man-power is so weakened that the Government is forced to take* drastic measures to fill up the gaps. They have even formed battalions of convicts. The garrisons are depleted and the men's places in the munition factories are filled by women. HUN MUTINEERS PROTEST. Received 11 a.m. LONDON, May 24. Reports from Germany state that mutinous regiments hav e held protest meetings against actions taken by their commanders.
