CAPETOWN, May 7 Addressing his constituents at Smithficld Mr. Hertzog declared their enemies wished the Nationalists to indulge in disorders to give a pretext for chasing and killing burghers. He warned them seriously against violence, and deprecated an active Republican propaganda as unnecessary, since the bulk of the Dutch were already Nationalist at heart, and the English too deeply concerned with the war, He denounced the idea of an Empire Praliament and maintained that if, as Ministers asserted, the British Parliament had any authority over the South African Union, then self-government was a farce.
