GERMAN PEACE OFFENSIVE. NEUTRAL EMISSARIES SENT OUT. LONDON, May 4.. The "Central News" states that it has been informed on unimpeachable authority that Germany has renewed a peace offensive, and is utilising neutral emissarie* *'s#& A Dutch financier has arrived in England, and another neutral is now Cn route.
