GERMAN PEACE OFFENSIVE. NEUTRAL EMISSARIES SENT OUT. LONDON, May 4.. The "Central News" states that it has been informed on unimpeachable authority that Germany has renewed a peace offensive, and is utilising neutral emissarie* *'s#& A Dutch financier has arrived in England, and another neutral is now Cn route. The former has not concealed thG>purpose of his mission. He interviewed a high intelligence officer'and sought to convince him that Germany would never be expelled from France peace by negotiation. The officer told the missionary to inform Dr. Kuhlmann that the Allies intended to win the war by a military victory or starvin Germany of raw material. The "Central News" adds: Dr. Ivuhlmann hopes to promote the peace offensive through the medium of neutral political idealists and international fini ancicrs.
