GERMAN DESIGNS ON PETROGRAD. ' Received 10.15 a.m, WASHINGTON, April 19. The War Department advices the Germans were compelled to reJnr force v the army fighting the Red Guards in Finland. The German plan is to gain control of Petrograd-Kola railroad, and capture the stoles and munitions going to Kola, which are guarded by British marines.
