RIBOT EXPLAINS. Received 11.45 a.m. PARIS, April 10. M., JRibot, who was Premier at the time, declares it is absolutely incor> rect that the Government took the Initiative in any pourparlers with Austria. r The conversations which may have occurred between Reverdra and Armand were simply the work of the Second Military Bureau, whose role was to gather information by all possible means on the situation in enemycountries. No diplomatic importance was attached to its services.
