PEACE MOVEMENT.

GERMANY'S PEACE POLICY.

A SOCIALIST'S OPINION

Received 8.45.

AMSTERDAM, March 20

The Socialist deputy, David, caused a sensation in the Reichstag by declaring the German delegates at Brest Litovsk surrendered to the Militarists. Hoffmann's threat that the victors' sword was a lurking scythe, for the treaty has caused widespread indignation in Germany. The nation doubted the honesty of Germany's policy, and could not reconcile Hertling's promise of self-determination with his acceptance of the Militarists' demands. Her enemies were now welded more closely in the "West, while the East was-, smouldering. The German policy In Finland would result in the acutest anti-German feeling.. - :j '

GERMANY'S CONFIDENCE.

AMSTERDAM, March 20.

Count von Hertling, speaking in the Reichstag, justified the peace terms with the Russians with- the latter's consent. I was impossible to discuss the Russian-Rumanian terms with the Entente owing to the enemy's brutal hypocrisy and untruthfulness. Though Germany had secured peace in the East, the world's peace was not yet. There was not the slightest inclination on the part of the Entente Powers to abandon war work. ~ "Rather the intention is manifesfe to continue the terrible struggle until we are destroyed. We will not lose courage on this account, for we are prepared for everything. We are ready for further sacrifices, being firm as a rock in our confidence in our splendid command and our heroic soldiers. Responsibility for the continuance of the war lies with the enemy." (Loud cheers, mingled with hissing by the Extreme Left).
