THE RUMANIAN PEACE. BRITISH GOVERNMENT’S DUTY. LONDON, March 12. In the House of Commons, Mr. Balfour stated that the Government had no information that Japanese forces had arrived in Siberia, Ho could not say when he would be able to giyc any information .regarding the proposed Japanese intervenltion_ Pcace between Ronmania and the Central Power had not yet been ratified. The Government knew the enemy terms before they were assented to. He deeply sympathised with the Roumanians in their cruel position. It was certainly the Government’s duty to obtain at the peace confprencce a revision of the harsh threats imposed on Rumania.
