BEST MEANS OF SECURING PEACE. AMSTERDAM, February 28. In the Reichstag, Herr Seheidemann declared that the fruits of the German advance in Russia showed that the best method to get peace was not negotiations nor Reichstag resolutions nor Papal Notes, but an unbroken advance Germ.an forces had brought peace. Herr Seheidemann rebuked the Kaiser for saying a victory for German arms must first be recognised. He recalled the previous recommendations of all parties for somewhat more reserve in that quarter, and declared that the great mass of Socialists energetically repudiated the Kaiser's view. Herr Erzberger said that if Germany ever deviated from last year's peace resolution it was only as a temporary political measure.
