A court-martial has been sitting daily in Berlin since the proclamation of an extreme form of martiai raw. It has tried US offenders, all being found guilty, the sentences ranging I— n a .noxiui to three years.

NEW YORK, February 10
Mr. Simons, United Press corresponded, points out Germany’s desperate economic straits, A high German officer offered to sell military secrets. Questioned as to his motive, he broke down and wept, and replied that he needed food for his starving mother and father. Caterpillars arc destroying the entire cabbage crops. Dogs have practically disappeared. Crows are a rare delicacy. Cracow has been ‘swept by famine. Owing to the shortage of clothing, corpses arc being buried in paper shrouds and pasteboard coffins, American escapees relate that the Germans no longer expect victory. They hope all will be exhausted before Germany was brought to her knees. Mr. Simon adds: I learn reliably that the Kaiser declared that President Wilson’s terms were reasonable enough for British negotiations, but he did not press that view against Hindonburg and Ludendorff, who are the Kaiser’s absolute masters.
