BOLSHEVIKS TOTTERING AMONG
RUINS.
LONDON, January 26
The "Daily Chronicle's" Petrograd eorerspondent says the Bolsheviks are tottering amid the ruin they have helped to create. Blind, senseless anarchy threatens to overwhelm all parties. Anarchical insubordination is prevalent amongst the armed masses, particularly the sailors and Red Guards, but the working classes arre exhibiting a strong revulsion of feeling against the Bolsheviks. They are holding meetings at factories and passing' resolutions of "no confidence'' in the Bolsheviks deciding to recall their representatives at the Soviet, and demanding .the disbanding of the Red Guards; There have been serious disturbances at Moscow, where two revolver shots fired at an armed Bolshevik procession caused, a panic, the Bolsheviks firing wildly and killing and wounding many women and children.

Harbin telegrams state that the Chinese have cut off all export of goods to Russians, who have filed a protest and threaten to suspend the operation of the Chinese railways.
BREST MTOVSK CONFERENCE.

ROME, January 26. The "Secolo's" Petrograd corespondent telegraphs that'Lenin has informer his friends that the Brest Litovsk negotiations have been virtually broken off without results.
GERMANY'S PEACE TERMS TO BE REFUSED.
LONDON, January 26.
The "Daily Mail's Petrograd correspondent states that the Bolshevik Government will refuse the German peace conditions, placing the responsibility upon the Soviet's Congress.

LONDON, January 26
Wireless.—Russian Congress of Cossacks from the front was inaugurated at Kamendsky on the 23rd of January Twenty-three regiments and five batteries were represented, and also all the participants at the Voronez Conference, who were labouring in Cossackdom. General Kaledin ordered the dispersal of the congress and the arrest of the organisers. The congress unainimously passed a resolution in favour of war against Kaledin relegating to itself all authority on the Don. They sent detachments for the purpose of capturing Likhaia. and Zvevero, and arrested eighteen superior officers. The Cossacks are on fire with enthusiasm. They are striving to put an end to the rule of Kaledin. With the assistance of the army of workmen and peasants, the Government have for an object the destroying of the Bourgeoise of Russia on the Don, and leading them to victory and a great revolufTon
