RUSSIAN CRISIS.
THE PEACE CONGRESS. TOO MANY PARTIESSECOND UKRAINE DELEGATION. AMSTERDAM, January 25. A Berlin telegram indicates that an embarrassing situation has arisen at Brest Litovsk. A second Ukrainian delegation has arrived. It denies that the previous delegation was entitled to negotiate on behalf of the Ukraine Republic, whose real Government was established at Charkoff, and professes Maximalist principles. The second delegation comes from Charkoff and supports M. Trotsky.
