Received 11.20. LONDON, Dec 9. Sir Herbert Samuel, at Huddersfield, said the Empire was a commonwealth without a constitution. An Imperial Federation as ordinarily understood was An Imperial Cabinet was desirable, but inadequate. He suggested an Imperial Assembly, whose members should be chosen from the various Parliaments of the Empire to secure the greatest possible measure'of agreement in matters Telating to the Empir as a whole, and transmit them to ijie various Parliaments for ratification or otherwise.
