GERMANY'S PEACE OFFER.

The "Temps" states that Germany has offered Roumania peace on the basis of the Dobrudja being ceded to Bulgaria, Bouinania, taking Bessarabia It is anuounced from Ilaparanda that Bessarabia is declaring itself a republic.
M. Bratiano, is summoning the Roumanian Parliament for the 15th.
Le Temps states that the Russians, adjoining the Roumanian army have succumbed to the Maximalists propaganda, and there are reports that generals are deserting and troops fraternising with the enemy. The moment is near when the Roumanian Government, in view of the anarchy which, deprives their brave army of all adequate support, will be forced to examine the grave situation and take the decisions that the situation dictates, PROFESSORSHIP OF GERMAN LANGUAGE.
