THE WAR ALL BUT WON. Received 11.40. LONDON, October 25. Admiral Jellicoe, speaking at Sheffield, said an evidence of the effectiveness of the blockade was That early in 1916, 250 out of 1400 ships passed through the blockade line without being boarded. At the end of 1916 only 60 out of 3000 got through unintercepted. The effects of the blockade upon Germany had been serious.. I Referring to submarines he stated they had a less satisfactory tale. The figures for September sinkings were good but we must not build our hopes too high. The figures for October would not be so good, though there was no cause for anxiety. The war was all but won.
